While this is a simple, strong clash event that is on a 1996P Roosevelt dime, the underlying error is a bit more complicated. This is explained superbly by Mike Diamond:

49072748 (1)“You’ve got several things going on here.  On the obverse, you’ve got a tremendous case of collar clash, accentuated by a flaring out of the obverse perimeter.  On the reverse you’ve got a partial collar error.  However, the collar started out in a somewhat higher position.  It was forced down as the expanding edge of the coin met, and scraped across, the top of the collar. This stretched out the reeding traces on the edge of the coin.  It’s essentially the same thing as a ‘forced broadstrike’ where the coin makes transient contact with a stiff, but still mobile collar.”
