This is a sharply struck counter die clash (Type I) that shows at least three sets of clash marks. The 1983 Kennedy half dollar, which the clash occurred on, shows no signs of abrasion to remove the damage from the meeting of the dies. Since one of the clashes had an offset of direction from the other two, this resulted in a very clear counter clash of the eagle's left wing.

This shows the three clashes, two in very close proximity of each other and the third offset from the other two. The two clashes in close proximity to each other. may have been caused by die chatter (similar to machine doubling).
